Vulnerable Florida seniors going hungry

Hundreds of homebound senior citizens are on a waiting list for hot meals and a bit of conversation.

Unable to prepare food for themselves, they qualify for the daily Meals on Wheels service that is provided to thousands of fellow seniors across Northeast Florida. But because of declining federal funding, they must wait until spots open.

Willie Harris, 74, who lives on the Northside, is one of the 600 people on Duval County's Meals on Wheels waiting list. She has a host of medical problems that hamper her ability to prepare meals, much less get to a grocery store.

"I've been sick and I can't cook," she said.

For now, her son and a friend bring her meals. She said she hopes to at least become one of the Meals on Wheels clients who receive several frozen meals two to three times a week.

"It would help me out," Harris said.

The situation echoes a recent national report that placed Florida as the state with the ninth highest percentage, 16.64 percent, of people ages 60 and older who are going hungry.

"Unfortunately, I would say our area of Florida is not keeping up with senior hunger, and that some seniors in our community remain at significant risk for hunger," said Teresa K. Barton, executive director of Aging True, formerly Cathedral Foundation of Jacksonville, which runs the Duval County Meals on Wheels program and feeds about 1,000 seniors daily.

"We are struggling to maintain the levels of feeding that we currently have, with little improvement on the horizon," Barton said.

Based on telephone screening, the people on the waiting list qualify for delivered meal because they are homebound and isolated. They have no one living with them to prepare a hot daily meal and are unable to prepare a meal for themselves, she said.

But Barton said Aging True does not have the financial resources to expand its existing Meals on Wheels rolls. Fuel and food costs have risen and public funds and donations have declined, as has volunteer recruitment.

"We are not keeping pace with the growth in our population, specifically, the growth in senior population," she said. "Our goal remains to eliminate the entire wait list and provide meals to every isolated, hungry senior in our community, but we are less close to that goal today than we were five years ago."

Seniors face threat

As of the 2010 Census, there were 40.3 million people in the U.S ages 65 and older, with 3.4 million in Florida. About 105,000 of them are in Northeast Florida, 82,000 in Duval County, according to Barton.

Nationwide, about 8.3 million seniors face the threat of hunger, a 78 percent increase since 2001 and a 34 percent increase since the start of the recession in 2007, according to the Senior Hunger Report Card. The Report Card evaluated the nation's performance in reducing food insecurity and eradicating hunger and gave the U.S. an overall grade of F.

Since 2009, the risk of hunger for the overall U.S. population has declined, while food insecurity increased among those age 60 and older - primarily among the near-poor, with income one to two times the poverty level, according to the Report Card. More than 1 in 7 seniors is threatened by hunger, compared with 1 in 9 seniors in 2005.

"There is no question that we are failing our seniors, some of the nation's most vulnerable citizens," Enid A. Borden, chief executive of the Meals On Wheels Research Foundation, said in a news release. "No one in this, the richest nation on Earth, should face the threat of hunger, no one. And seniors, who have little power to change their circumstances, deserve our special attention."

Is Google prepping a 10-inch tablet?

Is a 10-inch version of the Nexus 7 in the works?

Is a 10-inch version of the Nexus 7 in the works?

(Credit: Google)

Is Google eyeing a 10-inch version of its new Nexus tablet?

Citing the usual "industry sources," the folks at DigiTimes say the search giant is reportedly planning a 10-inch Android tablet with display panels to be supplied by Wintek and AU Optronics. Wintek is the manufacturer behind the touch panels for the Nexus 7 and has already picked up orders for around 500,000 panels from Google for the 7-inch tablet, according to the company's chairman.

No details were revealed as far as launch date, features, or possible pricing.

And of course, DigiTimes has a decidedly hit-and-miss record at forecasting future products. So this report should be taken with the usual grain of salt.

Comments made by Patrick Brady, Director of Android Partner Engineering for Google, would seem to discount the possbility of a 10-inch tablet. In an interview with CNET's Maggie Reardon, Brady said that Google specifically chose the 7-inch size for its portability.

"We thought a lot about how we'd design the software and hardware to fit a number of use cases," Brady said. "For instance, I think 10-inch tablets are too big for gaming and reading books. We wanted it to be portable. And we wanted it to be great for reading books and magazines as well as playing games and watching movies."

Of course, should the Nexus 7 take off in the marketplate, Google may decide that a 10-inch version could appeal to consumers as well. But for now, we'll have to see if the 7-inch model makes as big a splash in the Android tablet arena as some are predicting.

PFT: NFL moves late games back 10 minutes

Fred DavisAP

It?s the Summer of Law for the NFL, and the latest piece of legal news relates to a fascinating case that somehow has remained off the radar screen for more than a year.

Redskins tight end Fred Davis was sued in early 2011 by Makini Chaka, a 33-year-old self-described ?celebrity broker,? who says she organizes parties for famous people.? Luke Mullins of the Washingtonian tells the story of the litigation and its various twists and turns, including the fact that Davis has been acting as his own lawyer.

And it shows.

?It?s just all made up and flagellant,? Davis told the judge during an April 10 hearing.

Chaka, who also is representing herself, claims Davis dumped juice on her head and busted her lip at a D.C. nightclub.? She also has accused Davis in court documents of assaulting, harassing, and threatening to kill her.? Chaka obtained a temporary restraining order in January 2011, which she has since claimed Davis violated.

The court proceedings have included Davis accusing Chaka of procuring prostitutes, an allegation Chaka has denied.? The April hearing featured an exchange regarding whether Chaka has her hand on a man?s genitals in a photograph.

Davis: ?As it shows, you also have your hand on his genitals. I mean why would you take a picture like that??

Chaka: ?I do not. Let?s look closely at the exhibit right here, Judge. Where is my hand placed in this exhibit??

Judge: ?I do not answer questions. . . . The witness does.?

Chaka: ?Can you tell me where my hand is actually at in this photo??

Davis: ?It looks like it?s in the genitals to me. I mean your hands are on his genitals. Your hand is on his ??

Chaka: ?Objection.?

It?s unclear why Davis, who signed a one-year franchise tender earlier this year with the Redskins, doesn?t have a lawyer.? Though it may not be the smartest move Davis ever made, it?s sure to provide even more entertainment as the litigation continues to unfold.

Trial is set for March 11, 2013.? Here?s hoping that one of the litigants requests a change of venue to the courtroom of Judge Sapp.

Dark Knight Rises speed paintings condense hours into minutes

The Dark Knight Rises is one of the most anticipated?films of the year, and with its comic book roots, it should come as no surprise that there is plenty of fan art to celebrate its upcoming release. Here are a pair of amazing speed paintings that show both the primary vilain, Bane, and Batman himself, in all their gritty glory.

The first video shows YouTube user?Eastfist creating a stunning 1-hour speed sketch of Bane, shrunken down into just 30 seconds of frantic mouse clicks. The second clip (below) is a 3-hour masterpiece by?Duks, showing the titular Dark Knight in a very menacing pose. Both pieces were created with the help of?Photoshop and, we imagine, lots of experience.

The Dark Knight Rises is the last in director Christopher Nolan's critically acclaimed reboot of the?Batman franchise. The film stars Christian Bale as Batman, Tom Hardy as primary antagonist Bane, and Anne Hathaway as Catwoman. It is scheduled to hit theaters on July 20.

Google TV website gets refreshed ahead of Google I/O

Android Central

We're pretty sure that Google TV is going to feature quite prominently at Google I/O -- just in case you forgot, we'll be there all week! -- and to go along with that, the Google TV website got all refreshed. It falls into Google's general way of designing their web pages these days. It looks clean, simple, and fresh. It also gives a good breakdown of the devices available, both "buddy box" and integrated devices. There's also a decent guide to what Google TV actually is, and the applications that you can enjoy.

At the end of the day, it's just a website. But, for us, now lucky Brits -- and indeed several of our international cousins -- at least, Google TV is new and exciting. Being able to watch Eastenders and browse the web at the same time? Sounds good.

Android Central

Oh, care for a dose of speculation? Well, when you're taking a look around the devices section of the site, a little feller in an I/O 12 t-shirt pops up behind a newly announced, Vizio Google TV box. Probably means we'll be seeing quite a bit of this little guy over the next few days as well.

HBT: Sabathia on DL until after All-Star break

This is not good:

He apparently felt it, or at least told the team about it, after taking bullpen yesterday. My guess: it happened when Spider Man flew out of his butt.?UPDATE: It apparently happened during the Yankees-Mets game over the weekend but he didn?t tell the team about it until after his bullpen session yesterday.

Freddy Garcia will take Sabathia?s next turn in the rotation, which would have been Friday, and the turn after that. ?If things go well, that?s all he should miss.

Colin Walsh/ Class 5: Self-Improvement Training @ Straight-A-Guide

by Colin Walsh

126. When you assess your environment, what opportunities for self-improvement can you create or seize?

When I initially assessed my current environment, I searched high and low for every and any opportunity that could exist. I quickly discovered that the prison itself has little useful to offer, and that many of the opportunities exists within myself.

When I first arrived at prisoner I began a search for opportunity. After talking with a few peers I was directed to the education building. That evening I entered the education building only to find that there was very little education? going on there. I entered through the front door and walked straight to the library. The library was unlike any library I have ever been in. it was a mad house. There were about 100 people hanging out, talking, and yelling. I couldn?t even find a seat to sit down. This environment was not conclusive to anything. I approached the county and picked up the card catalog book. I fingered through the passed and realized that more than half of the books are James Patterson novels and the rest are other fiction. I ask the quasi-librarian if they had any non-fiction. He walked down to the far end of the county and grabbed another card catalog book. This was the non fiction booklet. It was only half the size of the fiction book. When I read through I found that the majority of the non fiction books were ?The complete Idiots? to anything from astrology to Zen. I set the library. I walked from the library down the short hallway into the education department. The hallway walls adorned with bulltins of the different programs they offer. I read them one by one as I walked. Cage Your Rage, Alcoholics Anonymous, Successful Re-Entry, Help for Gambling Addicts, I think to myself these all may be great for some people but I don?t think any of these will help me reach my goal. Then I come across ?Kent State University Business Program 22 College Credits.? That Sounded more interesting.

127. What is your interpretation on the value of self-imposed structure of free time?

If a train were taken off the track and let to roam free it?would most definitely wreck. I believe that is the same people. People who lack?structure lack success.

I personally see a lack of structure in people every day.?People in prison who lack structure spend their days minute to minute. This?allows them to fall victim to spontaneity. Like a pin ball; they bounce from?one thing to the next and never go anywhere besides down the hole. This life?leads a person to not advance anywhere. Therefore day after day nothing is?accomplished, except wasting time.

When people are first born, they are free from?responsibility and structure. What do they do? Well, they eat, sleep, and cry a?lot. This lack of structure accomplishes nothing. It isn?t different for adults?either. Just as a lack of structure in a baby?s life doesn?t accomplish?anything, a lack of structure in an adult?s life is the same.?Lack of structure in anyone?s life leads nowhere. Structure?is the rail that we follow that leads to success.

128. What relationship do your daily activities have to the vision you have for your life upon release?

Every activity that is a small building block in the foundation for my future. Therefore every activity I perform relates to my vision.

The time I spend on each individual activity aggregates into one gigantic activity. These aggregations will eventually accrue to become my vision. ??Every day from the time I wake up until the time I go to sleep; I study various subjects. This constant studying is building my skills on these subjects. Eventually over time I will build a solid foundation in which I will be able to build my life upon that is my vision and I am working toward that every day.

129. Imagine that you were to replicate your activities or use of time yesterday every day or your sentence. If you did, what level of preparation would have to triumph over the obstacles that await you upon your return to society?

I really don?t have to imagine replicating my activities everyday, because I do replicate my activities each and every day. I know that doing this will elevate me to a high level and prepare me for my future.

This effect is like a snowball rolling down a hill. At the top of the hill the ball is small and rolls very slowly. Then with each roll it picks up a little bit of snow. Even though the ball is only picking up a small amount of snow, it is growing progressively. As is grows it begins to pick up speed. Eventually the ball is exponentially bigger, and moving much faster. Likewise I will do the same.

Replicating my activities daily will eventually aggregate into a bigger, better version of me. Like the snowball rolling down a hill, I may have started small, but I am rolling, accumulating, and picking up speed.

130. What activities within the prison environment can you pursue that will enhance your strengths?

I try to pursue all activities that will enhance my strengths and my weaknesses. ??I consider my strengths to include writing, reading, and analyzing what I read and personal relations. I enhance these strengths by practicing them daily. Every day, I write and read. I actively read about 100 pages daily, I read the newspaper, magazines, books, and textbooks. While I read, I take notes on what I read from these notes and write reports. These reports help me analyze what I read.

Also, I study and learn ten vocabulary words daily. These words improve my writing and diction.

I strengthen my personal relations skills by corresponding with people daily. Also, I read many books on various theories of human relations.

As much as I work on my strengths, I emphasize my weaknesses more: I consider my math skills to be somewhat of a weakness. Math doesn?t come as easily to me as literary arts. Therefore I spend more time working on this weakness than my strengths in hope to turn the weakness into a strength.

Every day, I am in pursuit of making my strengths and weaknesses stronger.? Therefore as a professional athlete practices his game daily to improve, I am practicing my game toward improvement.

The Plight of Vegetarians - Borderless News and Views

?Is this dish vegetarian??

?Yes! It just has chicken stock, but it?s vegetarian.?

This is a common response my family gets when attempting to order food in restaurants in America. My Hindu parents immigrated from India a few decades ago and abstain from eating meat of any kind. Locations that we are able to dine at are limited because we live in a society that is dominated by meat-eating.

There are 7.3 million vegetarians in the United States. Many restaurants and stores have become more accommodating for these millions who choose to not eat meat, but there is still room for growth. Sometimes my family will go into a restaurant and my parents can?t find anything to eat, because the menu is void of a veggie burger amongst the dozen hamburgers. Sometimes the fried rice has to be omitted from a dish, because it was cooked in chicken stock, which apparently does not constitute as meat to most. Many consider fish to be acceptable in the diets of vegetarians, but that is simply not the case (pescatarianism would be the correct word for that).

For these millions who do not eat meat, there could be more acceptance in dining locations and society overall. The all-American cookouts with hamburgers and hotdogs could offer more to meat-abstainers besides the salad and appetizers.?A larger variety of substitutions could be made for tacos that can?t be filled with chicken, beef, or shrimp. More pasta sauces can be made without ground beef surpassing the amount of marinara.

I?m not by any means saying that there is no accommodation for vegetarians across the globe; recipe assortments have been growing every year and we, as a collective society, have become more supportive of citizens who choose to not eat meat. But many can acknowledge that meat is the dominant food group in our culture. Aisles of the supermarket are devoted to delis, butchers, and seafood. Hundreds of thousands of recipes educate the public on how to prepare vast varieties of meats in thousands of different ways, while many struggle to create a dish without what is the seemingly ?main component?: meat. Many view a meal without meat as incomplete or un-filling.

Let?s work on expanding our palates and accommodating more vegetarian selections into our restaurants and shops. There are plenty of selections to broaden our horizons besides lettuce; beans, lentils, pastas, and breads can all be worked into delicious entrees that the majority of citizens can enjoy. And it may be for the best; high levels of red meat can cause an increased risk for diabetes,?heart disease, and cancer, and shorter life spans. Not to mention the numerous risks such as mad cow disease and salmonella that pop up every few years. Everyone can benefit from an expanded diet with more proteins and vitamins.

It?s always good to remember that meat is an important food group ? but it is not the only one.

How AOL Squandered WinAmp

stylishIt's always nice to plop down to a big bowl of hot dog food and read about how the company you work for (ostensibly and/or on paper) squandered one of the most recognizable brands in PC history. As you'll recall, the turn of the century was a time of great confusion. iTunes hadn't yet rolled over the media space and these new M-P-3 files* were quite popular yet no one knew how to play them. Enter WinAmp. Ars, to their credit, wrote an excellent expos? on WinAmp, talking to the folks who made the company what it was - and who left to allow the company to degenerate into what it is now. The creators, Rob Lord and Justin Frankel, built WinAmp as a solution to play the nascent MP3. ?Winamp grew out of wanting a good, enjoyable way to listen to MP3s on a computer. It wasn?t the first MP3 player, but the MP3 players around before it were hard for me to want to use," Frankel told Digital Tools.

High Street 2012 Summer Safari: Giant Insects from Spain to Parade in London

High Street 2012, a part of London's Great Outdoors programme?and the?Mayor's Great Spaces Initiative, has launched Summer Safari projects - a series of free street-side events created to celebrate life, art and culture along the street.

According to a note on the project's official Web site, High Street 2012 "is an ambitious programme to enhance and celebrate the ribbon of London life that connects the City at Aldgate to the Olympic Park at Stratford". The Web site quotes Mayor Boris Johnson as saying: "It's fitting that there will be a wonderful, vibrant avenue leading to London's 2012 legacy in the east of the city."

The note continues: "The?various projects?that form part of High Street 2012 will create a thriving high street of which London can be proud and which the world will admire, where there is a balance between pedestrians and other road users, where people and places are connected, where locals and visitors want to be, and where there is a sense of history, diversity, community, fun and well being."

Like us on Facebook ??

Among the planned events, there is an outdoor art fair hosted by the P1 Studios and the Bow Arts Trust, scheduled for 23 and 24 June, from 11 am to 5 pm (BST), East London Dance (a series of minute long film postcards of the shops and iconic locations along High Street, on 23 June from 5 pm BST) and Udichi (a performance by singers, musicians, dancers and poets, in Whitechapel Market, on 23 June from 2 pm to 4.30 pm BST).

However, what could be one of the most intriguing is a giant insect parade - set to travel to the Olympic Park in Stratford, from 9.45 pm (BST) on 23 June. The event will showcase street performers dressed as giant insects and accompanied by music and special effects. The performers are from Catalu?a in Spain, according to London24.com and the parade will also be a part of the Greenwich and Docklands International Festival (GDIF).?

Meanwhile, the High Street 2012 Twitter account is filling up with excited tweets.

Parts of Mars interior as wet as Earth's

The interior of Mars holds vast reservoirs of water, with some spots apparently as wet as Earth's innards, scientists say.

The finding upends previous studies, which had estimated that the Red Planet's internal water stores were scanty at best ? something of a surprise, given that liquid water apparently flowed on the Martian surface long ago.

NEWS: Mars Viking Robots 'Found Life'

"It's been puzzling why previous estimates for the planet's interior have been so dry," co-author Erik Hauri, of the Carnegie Institution of Washington, said in a statement. "This new research makes sense and suggests that volcanoes may have been the primary vehicle for getting water to the surface."

WATCH VIDEO: New concepts for Mars-probing rovers would use Martian wind to move around the planet.

The scientists examined two Martian meteorites that formed in the planet's mantle, the layer under the crust. These rocks landed on Earth about 2.5 million years ago, after being blasted off the Red Planet by a violent impact.

NEWS: Life Possible On 'Large Regions' of Mars

Using a technique called secondary ion mass spectrometry, the team determined that the mantle from which the meteorites derived contained between 70 and 300 parts per million (ppm) of water. Earth's mantle, for comparison, holds roughly 50-300 ppm water, researchers said.

"The results suggest that water was incorporated during the formation of Mars and that the planet was able to store water in its interior during the planet's differentiation," Hauri said.

Some of this water apparently made its made to the surface in the ancient past. NASA's Spirit and Opportunity rovers, which landed on the Red Planet in 2004, have found plenty of evidence that Mars was far warmer and wetter billions of years ago than it is today.

HOWSTUFFWORKS: Is there really water on Mars?

The two golf-cart-size robots have even spotted signs of ancient hydrothermal systems, suggesting that some places on the Red Planet once had both water and an energy source ? two key ingredients for the existence of life as we know it.

While the new results should help scientists better understand Mars and its history, they could also shed light on the evolution of large, rocky bodies in a more general sense, researchers said.

"Not only does this study explain how Mars got its water, it provides a mechanism for hydrogen storage in all the terrestrial planets at the time of their formation," lead author Francis McCubbin, of the University of New Mexico, said in a statement.

The study was published in the journal Geology on June 15.

Sprint updates coverage map tool, reminds everyone that they don't have LTE yet

Sprint coverage tool

Sprint has updated their coverage map tool with a nifty new feature that allows you to filter 4G coverage by device. This is needed, because Sprint now (or will soon) uses two different types of 4G tech, and not everyone out there understands or knows the difference. The concept is solid -- pick your device or log in to your Sprint profile, and 4G coverage will be filtered for either WiMax or LTE, depending on your phone. Damn good idea, and it's done nicely.

The problem is that this went live with no LTE network in service yet. It's another reminder that your 4G LTE phone won't be seeing any 4G LTE speed just yet, and you're left struggling with Sprint's 3G service. I can't help but think this should have been held back until a couple orange dots were there to populate the maps.

Sprint, we love you. You were pioneers of digital communication, and for a long time the de-facto standard for cellular service here in the US. That's probably why it stings to see the current shape of your network -- we remember when you were on top. We know you're working on things and spending money to bring yourselves back to your former glory, but please stop reminding us that you're not there just yet. If you're curious to see the new interface, and are OK with seeing where your new LTE phone won't be connecting to any LTE network, hit the link and have a look.

(AP) ? A video emerged Friday showing more than a dozen bloodied corpses in Syria, some of them piled on top of each other and in military uniforms, in what the government said was a "massacre" by rebels in the northern province of Aleppo.

The circumstances of the killings were not immediately clear. But in the video ? which The Associated Press could not independently verify ? the narrator said the dead were members of the "shabiha," or pro-regime gunmen.

Syria's state-run news agency, SANA, said terrorist groups had killed and mutilated at least 25 people in Daret Azzeh, a rebel-held area in the Aleppo countryside. The government refers to rebels as terrorists.

"The terrorist groups in Daret Azzeh committed a brutal massacre against the citizens, whom they had kidnapped earlier in the day," SANA said.

The report said at least 25 people were killed, but others were missing.

It was not clear whether the men were killed execution-style or died in clashes. An activist in the area, Mohammed Saeed, said rebels regularly collect the bodies of the dead from the government side and dump them by the side of the road so troops can come and collect them later.

Both sides in the conflict have become increasingly militarized as the country veers toward civil war and an internationally brokered peace plan has failed to take hold. Activists say more than 14,000 people have been killed since the uprising against President Bashar Assad's regime began in March last year.

The city of Aleppo, Syria's largest, has been relatively quiet, but towns and villages around it have witnessed intense clashes between troops and opposition fighters. Daret Azzeh has endured intense government shelling over the past two weeks as Assad's forces try to regain areas taken by rebels. The violence continued Friday, as Syrian troops shelled the area and used helicopter gunships in their attacks on rebels, Saeed said.

"The army has been trying to push through for days without success," Saeed said.

Government troops have been launching a major offensive on many areas throughout the country over the past two weeks in an attempt to regain ground captured by the opposition. Attacks have mostly concentrated on Aleppo, the suburbs of the capital Damascus as well as the central province of Homs, southern region of Daraa and the eastern city of Deir el-Zour.

On Friday, activists reported that thousands of people rallied to protest the regime following afternoon prayers in different parts of Syria, including Daraa, Aleppo, the northeastern region of Hassakeh and Damascus. The Britain-based Syrian Observatory for Human Rights said troops opened fire at protesters in Aleppo and the Damascus neighborhood of Mazzeh. Several casualties were reported.

The uprising in Syria began with regular anti-regime protests, although they have lost momentum as the revolt turns into an armed insurgency.

Also Friday, the Observatory said four senior army officers have defected from the regime. The group provided a video purporting to show two brigadier generals and two colonels who declared they were joining the opposition.

The group said the defections came Thursday ? the same day a Syria fighter pilot flew his MiG-21 warplane to neighboring Jordan, where he was given asylum.

Thousands of soldiers have abandoned the regime, but most are low-level conscripts. The Free Syria Army, the loosely linked group of rebel forces, is made up largely of defectors.

Ahoy

I am Braiddan, which is the name of a character I have made and worked on since childhood.

A friend of mine showed me the site

I started roleplaying on yahoo chat, then eventually moved onto forums such as gaiaonline and bluemoonroleplaying

I came here to kind of get a change of environment from my usual role-playing forum.

I usually find myself leaning toward the fantasy/sci-fi side of roleplaying.

My hobbies are writing, singing opera terribly, getting on random sugar rushes. Sometimes I do things just for the sake of whimsy.

I am currently training to be chef.

Op/Ed: Let the city budget represent the best efforts of the mayor, city council and city residents

Pastor Cortly Witherspoon

Dear Editor of BMORENEWS.com,

We consider the finalization of the City budget to be the most important decision our Baltimore City Council will make this year.? The allocation of the City?s revenue will determine Baltimoreans? level of education, job readiness, security, and overall peace and satisfaction.

The public participated in this year?s budget decision-making process and attended hearings, held rallies, sent letters, and made phone calls urging the Baltimore City Council to oppose the budget submitted by Mayor Rawlings-Blake, until funds were included to: 1) operate city recreation centers; 2) increase after school activities; 3) increase summer jobs for youth; 4) continue intergenerational programs; and 5) keep three fire stations open that are slated for closure.

City Council President Young responded and submitted a recommendation, The President?s Plan for a Better Baltimore, to modify the budget in accordance with the requests from the public.? In a strong mayoral form of government, such as Baltimore City, it is risky to challenge the office of the mayor. However, President Young assumed the responsibility demanded of his position and submitted a $17.1 million modification in response to citizen needs and priorities.

We commend President Young and are in full support of his funding recommendations and are disappointed to learn that Mayor is not.? In a copy of a letter dated June 7th sent to President Young, Mayor Rawlings Blake dismissed the recommendations stating, ?I believe that the vast majority of them {proposals} are unadvisable, unworkable and irresponsible. I cannot support them..?

We believe that the Mayor objects to the revenue sources the President identified to fund the increased opportunities and not the opportunities themselves.

We urge the Mayor to negotiate with the City Council to find acceptable revenue options to fund these important opportunities and safety provisions. ?

According to the US Peace Index, the level of investments in economic opportunity, health, education and social capital positively correlate with the sense of peace in locales across the country.? In their latest survey, the Index found the country, overall, to be more peaceful than at any time in the past 20 years.? However, not in Baltimore, which ranked 4th from the bottom. (USA Today, April 24, 2012.)

We believe that the people of Baltimore assumed their responsibility in guiding the allocation of the city?s $2.3 billion budget. We estimate that over 2,500 people, so far, have contacted their elected officials in support of the funding priorities included in President Young?s recommendations. ?Although 2,500 is a fraction of the number of voters in the city, it is more than the number of votes received by six (6) city council members who won their democrat slots in the 2011 primary election and then went on to win their seats in the general election. ?In fact, one City Council seat was won with only 1,776 votes. The democrat slot for Mayor was won with only 13% of registered dems or? 38,829 votes and the City Council President?s Office garnered 17% or 48,863 votes. (Maryland Board of Elections, 2011 Primary Elections)

None of our numbers give any of us ? Mayor, City Council or voters, bragging rights.

We suggest we park our high horses and work together.? We are confident that the Finance Department, under Mayor Rawlings Blake?s leadership, can trim $17.1 million from the proposed $2.3 billion budget to make the changes recommended by President Young and advocated by the citizens.

We commend the Mayor for doing the lion?s share of the work and for closing a $48 million funding gap. We urge the Mayor to finalize the budget with the President?s recommendations and celebrate a collaboration that produces more opportunities for our youth, continued ?fire safety coverage and the satisfaction of working together to make Baltimore a more productive, safe, and peaceful city in 2013. ?
